How to Use Self Service to Configure IP Whitelisting Using Oracle Cloud Portal (Doc ID 2132589.1)

Oracle Enterprise Planning and Budgeting Cloud Service - Version N/A to N/A [Release 11.1]

this document say that

To configure IP whitelisting using the Cloud Portal, log into My Services and look for "Firewall" on the left pane. It will give you the options to whitelist based on address or range, etc.

You can choose to either allow or restrict those IPs or range. Please see below.

But I log into my services (https://login.us6.oraclecloud.com/....) but I dont see any opction called "Firewall". Can someone tell me where I can create a whitelist?
