Open Period Performance is bad after applying PSU

We applied:

"Database Patch Set Update : 12.1.0.2.201020 (31550110)" and "Database PSU 12.1.0.2.201020, Oracle JavaVM Component (OCT2020)". Due to EXTREMELY bad performance opening a period after those patches, we applied patch"29487751:R12.GL.C - Performance issue in open period program" and created the profile option "GL_GLOOAP_PARALLEL_WORKERS" from note 404362.1.

With the patch applied and the profile set as high as possible, the open period performance is still takes 3 times longer than it did before we applied the PSU.

I have an SR open but I am wondering if any one else has run into this problem and found a solution.
