ePerformance Due Date Notifications

My client is having issues with the Due Date Notifications. The documents that are due based on the due date reminder configuration are not going out for all documents. My question is does the Process Notifications process have to run daily (Set Up HCM > Common Definitions > HR Notification > Process Notifications)?

Does the : PeopleTools > Application Engine > Request AE Program to run: EP_INIT_NOTIF have to be run periodically to pick up new employees with new documents?
