TR 924- Jdeveloper and VS 2017

So we are planning upgrade from 9235 to 9244.

Per certification matrix, i think we are all good except for th Jdeveloper and Microsoft VS versions

We are currently on 12.2.1.0.0 and need to move to 12.2.1.3.0 for Jdeveloper- Fat cleint

And We are on VS2013 and need to move to VS2017- Fat client and Deployment server

Now since both the version are certified for our current release(9235) as well, we are planning to update them before hand and test in our current release. So we are planning to do it in one fat client and test the pkg build and jdeveloper before we do it in all fat clients and dep server.
