Approver is unable to view attachments in Task Manager

In FCCS Task Manager there were attachments added to tasks but the approver is unable to view them. They are set up as a User role in the system and can approve the task. Prior to approval they need to view the attachment to ensure the task was completed. Has anyone come across this issue?
