Has anyone configured an unlimited PTO plan in absence before?

Hi There.  We need to set up an unlimited PTO plan for 1/1/21 and are having trouble setting up plan with no accruals.  Has anyone out there done this successfully?  We still want employees to submit for and have managers approve timeoff.

We are on Oracle EBS RUP 14 HRMS
