Why does a qcow2 disk from CentOS 7 QEMU/KVM transferred to OL 8 QEMU/KVM would not boot up?

Oracle Liux 8.1.

I was trying to transfer a qcow2 disk from a CentOS 7 QEMU/KVM to an OL 8 QEMU/KVM environment. The OS version of the quest VM is Windows Server 2008 R2.

On the source server (CentOS QEMU/KVM server) the qcow2 disk boots up properly.

When transferred to OL 8 QEMU/KVM I get a non-bootable disk error after exporting the qcow2 disk. Is there a way to resolve this?
