How to disable or enable Pop Up LOV

We are using 18.1

We have a pop up LOV that we would like to enable or disable conditionally. The Enable/ Disable dynamic action does not work on a Pop UP LOV . I saw few blogs, but those suggestions don't seem to work as well.'

How can I achieve this?
