Has anyone had trouble setting the default PDF app in Oracle 12.1.3?

Our system Viewer: profile is set to "Browser".

Our browser is Internet Explorer 11.572.19041.0.

My Windows 10 setting is set to Adobe Acrobat Reader DC Version 2020.013.20064.

PDF files outside of Oracle open up with my installed Adobe version above.

PDF files output from Oracle Reports continue to open in my former default PDF app PDF X-Change Version 7.0.328.2.

Report Builder Version 10.1.2.3.0

What needs to change, so that Oracle 12.1.3 will recognize the new default app?

I need to set my default to a user's default (in this case, Foxit) in order to attempt to re-create an issue opening PDF files.

I would appreciate a quick answer!
