loadhier did not process Product Hierarchy

Recently there is a case where loadhier utility did not process the product hierarchy and it has remained there in the /input directory. How is that possible? Load Hier job completed successfully but later on we figured this out while another job related to product hierarchy (for UDH ran)

Is there any lock issue which has prevented loadhier to load product hierarchy?
