Are Precompilers installed with DB 12.2 onward?

I know I had to install the Oracle Client to get the Pre-Compilers in Oracle 10 and 11, and in 12.1, but in an install on 12.2, it looks like the pre-compilers are already installed. And, I've heard that they are installed in 19c. Is the the case? No more Client install required for Pre-Compilers on 12.2+ database systems?
