Siebel 20.4 : how to migrate LOV/system pref conditionally from dev to higher env ?

Hi,

Siebel 20.4

In our setup , dev and Testing env have few different setup of LOVs for hostname, env etc.. which need to retained during RR migration. how can we avoid migrating system pref /lov data to target env or if moved , it should be conditionally .?
