Why can't ASCP planning workbench generate purchase requisition according to material version?

The problem description process is as follows:

1. Basic data:

1.1 FG009 is the finished product item number, and version control is enabled for inventory attribute. There are three versions respectively: version 0 effective date 2020-11-18 09:51:50, version A effective date 2020-11-18 09:59:35, and version B effective date 2020-11-24 11:00:00

1.2 C003 is the material item number, and version control is enabled for inventory attribute. There are three versions respectively: version 0 effective date: 2020-09-27 10:13:23, version A: 2020-11-18 10:25:07, version B: 2020-11-23 10:59:00

1.3 the material used in the BOM of finished FG009 A version is C003 a material, and the consumption is 1; the material used in the BOM of finished product FG009 B version is C003 B version material, and the consumption is 1
