Vertex AR Customer Tax Area Assignment reports failed sites on Oracle EBS12.1.2 tax link 7.0.17

our customer has recently changed the vertex server from release 6 to release 8, this was done by changing the Vertex endpoint, by running the "Vertex Set Service End point"

After this change, we observed that we observer that vtxusr_tps.lineitem table is no longer updated, and this is a problem for our customer because this table is used by the Finance department for tax calculation.

Vertex support asked us to load the following patches on our EBS environment, to migrate the EBS tax link from version 5 to version 7.0.17:
