How to not display null values(section of page) in pdf output using BI Publisher

Hi,

I am creating a rtf template for pdf output. So the template is side to side based on the below format where A, B, C and D are sections in the template.

A, B, C and D have values will differ based on the page count. Now when the page count is 3, the highest value of page count gets at A, then B and so on. Now when the count is 3, all the section should display excelt D, but D is also getting displayed (empty column names). Can someone help me with how to ensure that section D should not display. I am using EBS 12.1.3 and BI Publisher version 12.21.2.0. Below is the sample xml.
