Pointing Multiple Enterprise Managers to a single OMS Database

Can we point multiple OEMs to a single OMS Database?

I currently have Enterprise Manager Version 13.3 (OEM13.3) on Server A pointing to a repository on Server A and Oracle Database 19c (ODB19c). I have installed a current version of Enterprise Manager Version 13.4 (OEM13.4) on Server B.

Can I point OEM13.4 (The new installation) to database (ODB19c) without any adverse effects? I'd like to consider having multiple OEMS/OMS systems pointing to one repository for load balancing, redundancy, etc. Also, as a way of upgrading my versions of OEM minimal downtime if any a all.

My approach would be to use the following steps:
