Need to create BI Publisher reports in JDE, but there is no XML data.

I need to create BI Publisher reports in JDE but when I submit the reports in P95620 the reports do not generate any data in its XMl file. Is there anything I can do to get an XML file that can be used to create the BI Publisher reports?
