Why does DBUA require an Enterprise License for a SE2 install of 19c database?

I have a SE1 11g database (11.2.0.4) that I am attempting to upgrade to an SE2 19c database on a win2012 host. I installed 19.3.0.0 on the host as a software only SE2 install. Parameters were:

Oracle Home User : Virtual Account

- Database edition : Standard Edition 2 (Set Up Software Only)

- Oracle base : C:\Oracle

- Software location : C:\Oracle\product\19.3.0\dbhome

- OraMTS Port Number : 49155

Then in an attempt to upgrade my 11g database I ran the DB Upgrade Assistant but after selecting the database and putting in the password, I get an error saying:

"[DBT-20021] The current Oracle home C:\Oracle\product\19.3.0\dbhome does not have the required Enterprise licence to perform the database upgrade operation.
