Where do you find SPLs HeaderNatPublicSipIfIp to download?

I added the commands for SPL Options HeaderNatPublicSipIfIp and HeaderNatPrivateSipIfIp but they did not seem to work. I checked the directory /code/spl/ and it is empty. I looked in the portal but found no reference to where we get the SPL from.
