unable to generate forwarding URL. Exception:java:lang.RuntimeException: Guest user/pwd does not exi

Just applied Oct 2020 ETCC db patches. I applied the apps patches last week.

The login page does not render. It gives that message for some. users

i get this message with IE. The system has encountered an error when servicing the request, Please try again. If the error persists, please contact the system administrator.

Checked the guest password, it's returns Y with select fnd_web_sec.validate_login('GUEST','***') from dual;

and the password is UPPER case.

The fnd analyzer said the guest password is bad. But all the checks say it's ok.

Should we do the things is say's to change it anyays?
