how to install "oracle-database-server-12cr2-preinstall" in Oracle Enterprise Linux 8.1

Please assist how I can install Oracle Preintall Packages on Linux 8 as preparation to install Oracle 12c

I am not able to find it with #dnf install oracle-database-server-12cr2-preinstall
