Patch 31483821 fixed High CPU usage but doesnt really address what it fixed in detail

Hello All,

Recently we had an issue with Weblogic 14.1.1 and APEX where the Weblogic server would hold a cpu core at 100% with a hung thread, then later 200%, at which users were not able to get in. After opening a Sev 1 with Support, eventually they recommended I apply the patch 31483821. When you click on the bug link, there is no information on what the bug actually was. All it says in the bug title is : REQUEST WITH LARGE URI/COOKIE/QUERY FAILS OVER H2 AND H2C WITH PRIOR KNOWLEDGE

Has anyone experienced this issue/patch and can speak in more detail to the bug? Thanks!
