Fluid Life Events using Enrollment Submission Date v. Event Date

We are looking to implement Fluid Life Events in 2021, and are wondering if there are any other members who use enrollment submission date instead of the event date to determine Coverage Begin Date, where the event type isn't birth, adoption/placement for adoption. If so, how are you accomplishing this? If not, what is your strategy and setup?
We are currently manual for life events processing, using a paper form. Our Ben Admin date rule is set to Pay Begin Date after Event Date currently for events like marriage, spouse's loss of coverage, etc. Currently, we permit the change within 30 days of the event date, but when entering the event into BAS activity, our Benefits Administrators set the event date = enrollment submission date so that coverage is prospective.
