mgmt$oh_patchset empty

I am trying to find the full database version for all my monitored databases in OEM. it looks like sysman.mgmt$oh_patchset is my answer however it is empty. The view consist of a query against these objects:

 mgmt_targets

mgmt_ecm_gen_snapshot

 mgmt_ll_home_info  

 mgmt_ll_inv_patchset

All of them have data except mgmt_ll_inv_patchset. Is there a specific collect i need to run or credential i need to set to get the data?

It appears that mgmt$oh_patches and mgmt$applied_patches are populated. Which makes this even more strange.
