Upgrade Oracle 11g to 19c

We are in process of Oracle 11g to 19c. Database upgrade success but application startup failed with the following message when retrieve information from database:

java.lang.IllegalAccessError: tried to access class oracle.jdbc.driver.OracleResultSet from class of [application].

We are using Tomcat 7 and OpenJDK1.7
