DataPump Import (impdp) Fails with Errors: ORA-39126, ORA-44003, ORA-06512

I'm trying to use the Transporting Databases feature to populate a freshly created 19c Non-CDB (using DBCA) with data from an 11g instance. Both instances have Tablespace level TDE applied.

Oracle Database 11g (11.2.0.4) Enterprise Edition (IBM Power 64)

Oracle Database 19c (19.9.0.0.0) Enterprise Edition (IBM Power 64)

I followed the steps provided in the Oracle 19c Admin Guide, 15.2.4 - Transporting a Database Over The Network and received the following error. Any assistance would be appreciated. I tried looking at the SYS.KUPW$WORKER package but it is wrapped. Has anyone encountered this before? Have any suggestions?
