HTML Version of PO Summary Form

Is there an HTML Version of the PO Summary form which does not require a person to be a buyer nor requires a requisition to be attached to the PO? I thought it was the menu option:

PO Orders Summary Page

However, this one is requiring buyer access to click on the PO.

I'd like to give people viewing PO's only the same view that the requisitions / buyers have to avoid having to setup additional access. In this case, we have a batch of PO's which do not originate from a req so want the true standalone PO Summary form.
