I would like to know how the authorizations work in ECC Projects

Even if you are already an employee on a project with a project role, the project is not always shown in ECC. I would like to know how the authorizations work in ECC Projects. We are on Oracle EBS 12.2.8 and Enterprise Command Center V5.
