Licensing employees on NUP metric

in Database Administration (MOSC) Question

Hello,

I need to select licenses for Oracle Databsae 19c Standard Edition 2.

The complete setup is as follows:

  • 3 Dedicated Server Machines which hold: 1 Development environment, 1 pre-production environment, 1 production environment (each on one server)
  • Each environment also consists of an external application (with access to the corresponding database) that is operated by users

My question is, if I want to authorize 10 employees to work with the complete setup, do I need to buy 30 NUPs (10 for each environment) or do I need to buy 10 NUPs in total?

Or asking in another way: Is 1 NUP authorizing to access the complete setup or only authorizing to access 1 environment?
