PSPCOBRA?

We run the PSPCOBRA process nightly, and I cant figure out why some OVG dependents get processed as qualified, and some do not. I have tried reprocessing while adjusting man different variables with dates and beneficiary types, as well as making sure the dependent has been dropped from medical coverage before, or or oe even after the COBRA date, but cant seem to get the event to qualify.
