APEX BD Upgrade to 19C did not auto upgrade Application Express to 20.1 - Cloud Based

Hello,

I created a clone of our APEX DB (v18c with AE 19.2) and then upgraded it to 19C and AE auto updated to 20.2.

Then tried to upgrade manually the APEX DB mentioned above and it did upgrade to 19C, but AE is still at 19.2.

Anyone know what is going on or why the cloned DB worked fine, but non clone did not upgrade as expected.

Thanks in advance for any knowledge sharing.
