How to make rejection comments mandatory for OTL HXCEMP workflow response notification?

Hi ,

Is there any way to make rejection comments mandatory for OTL standard HXCEMP workflow response notification ? I want to achieve this in such a way there if there is any patch affecting the seeded workflow it should not override the customizations done.
