ORA-29979: unsupported row size for query result change notification

Hi Team,

I have Oracle Database 12c Enterprise Edition Release 12.2.0.1.0 with APR 2020 RU patch. OS- Red Hat Enterprise 7.

This is Oracle restart environment and QRCN feature is being used in the database.

Today there was a planned DB reboot, but unfortunately we encountered error ORA-29979 while starting the DB.

The DB is up and running but we see the alert log is flooded with below error and the application/ usres couldn't able to connect to the DB due to this error.

We tried to execute some test DDL (create , alter) but they fail with this error. 

ORA-00604: error occurred at recursive SQL level 1
