How to Update LOV in RR Environment post 20.8

We recently upgraded to 20.8 and logged a bug with Oracle that after Incremental Migration to RR, we are unable to update LOVs from UI. Also there was another bug we recognized while using EIM to update the existing LOVs. The Parent child relation was broken hence it does not help us.

Would like to know what are the other options that anyone is using for updating an existing LOV beside EIM and Application as both of them have an issue for us.
