Please point me to the download instructions for OEM12c/13c on windows 64-bit platform

I am in the process of migrating the database tier application data from 11.2.0.4 to 12.2.0.1

I have been using OEM Database Control 11g. However, due to the End of Life for Adobe Flash, I will need to install and configure the OEM Cloud Control 12c or 13c on the Windows 64-bit platform.

I have the installation documentation, but I am looking for the installation download instructions for the OEM Cloud Control 12c or 13c for the Windows 64-bit platform.
