Can you control the Resources slider bar on Annual enrollment

In the Open Enrollment Activity Guide can you control how the resources/contact right slider panel functions? If so where is that configured? When we are viewing Open Enrollment via mobile device the resource page automatically slide in when the employee gets to the Enrollment step; we would rather that resources menu not automatically slide over
