Selling and storing different packages of the same product

I am looking for the best practice in the following question.
Most of our products can be sold only in full pallets, however we handle our products in Carton as a base unit of measure, and we have defined item specific conversions between cartons and pallets. Sometimes we allow our customers to order less than pallet quantities, but the general rule is that they have to order complete pallets.
Problem is when we need to change the number of cartons by pallet for one item, mainly due to logistics reasons. Let´s say we have item A with 40 Ctn = 1 Pallet conversion. Then we need to increase the size of the pallet, so instead of 40 Ctn per Pallet, now we have 48 Carton per pallet. The product is exactly the same, we are just changing the number of cartons per pallet. Because when this occurs we typically have inventory stored in pallets of 40 carton, instead of just updating the item conversion between carton and pallet
