How to perform refresh of development environment in IP20

Hello all, we are struggling with a problem how to refresh DEV from upper environment (like PROD). The main issue is that upper environments don't contain Design-time Repository (DR) which is needed for DEV. So after refresh this is gone. We have tried steps from "How To Export Siebel Repository Tables Using Oracle Data Pump For IP2017 and Above? (Doc ID 2609050.1)" but application behave strange after (appeared various errors which we didn't have before refresh). Can anyone please advice how to properly do the refresh of DEV environment in Siebel IP20? (we are currently at version IP20.8)
