Thank you @E1WagSpk for bringing this to our attention. I entered this bug for dev review. The document below gives the full workaround to allow customers to continue 1099 Processing without delays.

Bug 32219667 - ESU JN18608 Caused Bogus Data Selection Set On 1099 UBEs R04CLRFP,R04514FP,R04513,R04514

Workaround:

Delete this Bogus data selection, submit specs to the server before running it.
