Is it possible to install Oracle Enterprise 11.2.0.4 with timezone version 11?

We need to migrate a database on 11.2.0.1 (source) to version 11.2.0.4 (target) (cross platform, different endian)

We are hitting error because of difference in timezone version, our 11.2.0.1 have version 11 while our 11.2.0.4 have version 14. We do not like to upgrade our source's timezone version since we might encounter issue on the current data.

There is no way to downgrade 11.2.0.4 from 14 to 11, my question, is it possible to install 11.2.0.4 with timezone version 11?
