Does JDE workflows work in JDE Oracle cloud trial edition

We have installed JDE 9.2. trial edition (tools release 9.2.4.3) on Oracle cloud.

We followed all the instructions to instal the trial edition on the cloud.

The install works fine except for JDE workflows.

Trying to do an JDE expense management expense creation and the EXPRouting workflow does not seem to kick off and move the record for approval.

When we look at the workflow process monitor it is empty. All set ups seems to be ok.

Can anyone help advice if they have executed workflows in JDE trial edition on Oracle cloud. (JDE9.2 tools 9.2.4.3)
