Sheet ID of "NEXT" any one seen this recently and have suggestions?

We got hit with a SHEET_ID of "NEXT" today and two weeks ago so now I am really digging into just what is going on but curious if anyone has seen this recently and have suggestions on how they addressed it (I have lots of ideas and I am researching)

Why is this particularly irksome now? Two reasons -so far-

1) PUM36 added a security check so if the current operator does not have expenses authority for the desired emplid then it does a hard stop telling the user they are not authorized for the page (message catalog 40,20). This stops all users except for the person who saved the NEXT report cold. Yes, that is correct, zero access to expense reports until the NEXT report is deleted.
