LISTENER_NETWORKS not set automatically in some PDBs in a RAC environment

OL 7, Oracle GI with RAC and RDBMS 19.9.

Since upgrading our RAC Databases from 12.2 to 19c I'm facing the following issue:

We operate with two listener for each RAC DB. One listener is listening for the productive data exchange between aplications and database, the other is listening on the administrative network for the database management. After restarting a node The second listener (for administrative purpose) doesn't register some PDB-Services (two of eight). In this case I have to connect to the affected PDB and set manually LISTENER_NETWORKS to the administrative network endpoint (1522) in memory scope. After doing that the PDB service will also registered within the second listener. It seems the oraagent process on GI / DB
