Using the 'Copy Project' function in Project Costing

Our users would like to be able to use the 'Copy Project' function of Project Costing. It is found at MM> Project Costing> Utilities> Copy Project. I can get to the page, but all the fields and buttons are grayed out. I haven't been able to fin anyone that can provide information related to security or addition setup that needs to be done. I their someone who can provide additional information related to this functionality?
