Restart Database instance on Oracle appliance by command

We are getting requests from a vendor to restart individual databases on our X8-2M Appliance. We cannot find any options in the GUI or command line ssh of the ODA to do so without restarting the entire appliance. Some references to restart a Database recommend using "oakcli" command but that is missing from our appliance. We only have "odacli" or "odaadmcli" command to control the appliance itselt and database creation/modification/etc. We used SQL Developer to shutdown a Database but all controls to start it back up were lost after the shutdown. Can you please provide any commands or options to
