Does Oracle 19c RPM's support Oracle DB 11.2.0.4 on RHEL7 Servers

Our organization is upgrading RHEL O/S from 6 to 7 and additionally we need to Upgrade our DB from 11.2.0.4 to 19c.

We have new RHEL7 App and DB servers. We plan to clone our 11.2 0.4 DB to the new server and after cloning the DB using EBS 12.2 clone utility which are using RMAN we plan to startup 11.2.0.4 DB on the new server.

afterwards we will install interoperability patches for 19c and than Upgrade the DB to 19c.

My Question is: Would it be sufficient to install Oracle 19c DB RPM's on the new server for the 11.2.0.4 DB or do I need first to Install Oracle DB 11.2.0.4 RPM'S on the new server, then Oracle DB 19c RPMS as well?
