Oracle 19 - Client installation failed with exit code -1

We have been upgrading our database from 12.2.0.1 to 19c, as a part of this installation process, we first install oracle server and then we install oracle client, our 19c oracle server got installed successfully, but during installation of oracle client - it failed , below is the command we are running for installation of client
