Free shapes ended together with Free Trial Account - coincidence?

I've been testing Oracle Always Free instance for a short time and as soon as Trial period ended, I had to delete test Instance and create a New one.

Though I got frustrating message

Out of capacity for shape VM.Standard.E2.1.Micro in availability domain gaLX:EU-FRANKFURT-1-AD-3

Looks like I either need to buy service from Oracle or to ask them to transfer me to another region.

How can I do the second, whom should I address?
