Has anyone ever had a request to print 1095-C Forms on 8 1/2 x 11 paper instead of actual forms

We had a request this year from our HR dept. regarding the difference between printing on normal 1095-C forms versus a plain 8 1/2 x 11 sheet of paper. They want to persue this route as it would be cost-saving. I am not sure if this is even legal but wanted to see if anyone else has ever proceeded with this method or know if it is possible or not.
