E1 49 It is possible to use Transportation Module for no stock items?

Hope someone can help me, I want to know if it is possible to setup and use JDE Transportation Management System for non stock items.

I have following scenario:

Our customer its a service logistic company that provides transportation services to move goods from deposits to different warehouses, usually gasoline and diesel, but although they move this items, they never have the ownership of them.

Sometimes they provide their own vehicles but 70% of the times they hire a 3rd party company to move those goods.

They want to control the transportation process without managing the inventory, this means create shipments, routes, rates, build loads, enter delivery dates, generate freight to bill to customers and generate accounts payables for the transportation service provided by those suppliers.
